this link has lots of strong motion data, if you want to check it out. As Mike asserts, I'd expect if one flexed concrete even a percent or two, it should shatter. So one way to check whether big, short-wavelength waves passed through buildings and ground is to check whether it shattered (which it usually doesn't).
